Proctor Appointed Deputy Commissioner


It was officially announced on Tuesday this week that senior law enforcement officer, former Superintendent in the Royal Anguilla Police Force, Rudolph Proctor, had been appointed Deputy Commissioner.

At his monthly press conference that day, Governor Alistair Harrison told reporters that Deputy Governor Stanley Reid had taken the decision to appoint Mr. Proctor to the post in succession to Illidge Richardson who had retired. “I congratulate Rudi Proctor and wish him well in his demanding new role,” the Governor stated. “I would also like to pay a public tribute to Illidge for his long and loyal service to the RAPF and wish him well in his retirement.”

Later, Commissioner of Police, Keithly Benjamin, issued a press release congratulating Mr. Proctor on his promotion. “Deputy Commissioner Proctor was one of four applicants for the position and was shortlisted for interview by the Public Service Commission,” Mr. Benjamin stated. “He impressed the Commission with some sound ideas and plans regarding his personal development and the discharge of his duties as Deputy Commissioner of Police.

“Deputy Proctor has come up through the ranks. He served as a Constable, Corporal, Sergeant, Inspector, Superintendent and now Deputy Commissioner and has the potential to go further. He is very humble and possesses good interpersonal skills and has functioned as a leader through most of his police career over the past 26 years of service.

“Deputy Proctor has been …the lead investigator for many serious crimes and received extensive training in leadership and strategic management. He attended the Police Staff College in the UK and successfully completed the International Commanders Programme and Strategic Command Course. He is the holder of a Postgraduate Certificate in Police Management and Criminal Justice and a Diploma in Strategic Management. He was the most suitable candidate in comparison with other candidates and earned the support of the Police Service Commission and the decision-maker.

“I welcome Deputy Commissioner Proctor and look forward to working with him as we strive to serve the general public and manage the Royal Anguilla Police Force. On behalf of all ranks I wish him well in the discharge of his duties.”

Commenting on his appointment at the police press conference later, Mr. Proctor emphasised his commitment to the serious business of policing. He was grateful for having been appointed to the position and thanked past Commissioners under whom he served, Commissioner Benjamin and all other ranks of the Force, for their support over the years.
