Technical, Vocational Education Now Available To Public


The Ministry of Education is pleased to introduce the Advisory Technical and Vocational Education and Training Council to the general public. The Advisory Council will become the actual Technical and Vocational Education and Training Council when the Education Bill is passed.


The functions of the Council are —
(a) to advise the Minister on policy relating to technical and vocational education and training;
(b) to prepare plans for technical and vocational education and training in accordance with national policies and economic needs;
(c) to ensure that any agreed plan for technical and vocational education and training is implemented;
(d) to co-ordinate technical and vocational education and training at all levels of the education system;
(e) to establish standards for technical and vocational education and training;
(f) to establish training priorities, qualifications and accreditation;
(g) to advise the Minister on the scheme of examinations which may be adopted to test students;
(h) to determine the facilities and resources required to ensure satisfactory standards of technical and vocational education and training and the welfare of students, trainees and staff of training institutions;
(i) to advise the Minister on the allocation of resources for technical and vocational education and training;
(j) to make grants and loans for the support and provision of technical and vocational education and training; and
(k) to carry out such other functions relating to technical and vocational education and training set out in this Act or as the Minister may require.

The members of the Council are—

Mr Carlton Pickering, (representing an association which represents employers), Chairperson

Mr Karl Woodley (expertise in technical and vocational education), Deputy Chairperson

Mr Delroy Lake (representing an association which represents employers)

Mr Franklyn Kelly Richardson (expertise in technical and vocational education)

Mr Rawle Hazell (expertise in technical and vocational education)

Mrs Charmaine Rey-Richardson (representing an association which represents employees)

Ms Perinett Hodge (representing an association which represents employees); and

the following Ex officio members—

Mr Merwyn Foster Rogers, Permanent Secretary, Ministry of Labour or his nominee

Mrs Rhonda Connor, Chief Education Officer or her nominee

Mrs Dawn Reid, Former Project Director of the Community College Development Unit (appointed by the Minister to act temporarily in place of the President of the Anguilla Community College or his or her nominee); and

Mrs Janis McKeag (TVET Coordinator, Secondary), Secretary to the Council

The Council is also responsible for preparing a national policy for technical and vocational education and training to meet the needs of the Anguillian society and economy and preparing a strategy and plan for technical and vocational education which shall be updated annually. The strategy and plan will identify outputs and priorities and recommend allocation of resources to implement them in the most cost effective manner.

The Ministry of Education views the establishment of the Council as a significant milestone in the advancement of the provision of expanded opportunities for technical and vocational education and training in Anguilla. The Ministry encourages the general public to cooperate with the members of the Council who will be seeking public participation and collaboration as they endeavour to perform their functions.
