ANGUILLA GETS LOCAL DEPUTY GOVERNOR A Dream Fulfilled, Says Chief Minister

His selection to the post was announced on Anguilla Day by Chief Minister Osbourne Fleming during the parade marking the 39th Anniversary of the island’s Revolution. Mr. Fleming said Reid’s appointment was part of a dream that all countrymen have had since 1967 that all Anguillians are placed squarely at the helm of all levels of government and administration in Anguilla.

“I made a promise from this very podium a few years ago, when I indicated that the positions of Deputy Governor, Attorney General and all key positions will be localised as soon as qualified Anguillians and belongers come along,” the Chief Minister stated. “This promise has come true. Her Majesty’s Government has approved the recommendation of the Governor, upon the advice of a selected committee, to appoint Mr. Stanley Reid as Anguilla’s first Deputy Governor [since 1967]. When Mr. Banks went to London last year, I said to him: ‘take this message to London that we want our own Deputy Governor in 2006’ and I am pleased to say that when he got back, the results were positive.”

Mr. Fleming said the post of Attorney General was now being advertised and he called on Anguillians to apply for the job and to take the mantle.

Mr. Reid holds a Bachelor of Laws Degree with Upper Second Class Honours from the University of the West Indies at Cave Hill, Barbados; the Legal Education Certificate from the Hugh Wooding Law School in St. Augustine, Trinidad; a master of Laws Degree under the External Programme of the University of London. He obtained these qualifications between 1988 and 1997.

Mr. Reid, winner of the Thome de la Bastide Prize in Constitutional Law in 1989, held such previous posts in Anguilla as Uncertified Teacher, Crown Counsel and Senior Crown Counsel. Until this week, his substantive post was Permanent Secretary, Public Administration.

During 2005 and up to recently this year, he has served as Acting Deputy Governor and previously acted as Magistrate/Registrar and Attorney General.

The announcement of Mr. Reid’s appointment was applauded at the ceremony and he was personally congratulated by many persons.

Asked for his comments, he told The Anguillian: “I accept the appointment with immense pleasure, pride and a willingness to serve the people of Anguilla. I think the position is actually one of ultimate service. It is an accomplishment but one that I will need the support of the Anguillian people in general in order to carry it out effectively.”
