Mr. Banks made the statement after he and his ministerial colleagues accompanied by Permanent Secretary Foster Rogers and Special Assistant for Public Relations, Curtis Richardson, had visited two of the island’s tourism development projects.
A release from the Government’s Public Relations Office stated: “The Honourable Victor F. Banks stated that he was pleased to see that the Temenos Project had so far lived up to the vision of bringing a world-class golf course to Anguilla and that Viceroy was actively pursuing its vision equally well. However, he claimed to be most pleased that the Government’s desire to rescue the economy and enhance the quality of life and the living standard of all Anguillians in 2000 and beyond has been achieved.”

The release continued: “Mr. Banks further stated: ‘This momentum must now be channeled and managed to the further advancement of Anguilla and its people. We must concern ourselves with sustainability, security and personal safety. It is commendable to see a number of persons, particularly our youth, gainfully employed and making a contribution to the sustainable development of Anguilla.’
“Mr. Banks pointed out that while there were concerns over the level of violence expressed in recent times, there was still a lot of good about the island’s youth. He said the manpower available and skills displayed at the two projects and others were evidence that there was worth in the young people.

“Mr. Banks added: ‘The Government and the nation as a whole must do whatever is feasible and necessary to ensure that these positive attributes are inculcated, cultivated and given every possible opportunity to flourish. Development all over the world has its ills and negatives, but in Anguilla’s case, the positives outweigh the negatives. We must ensure that this message is lived out among us as a people and resounds around the world. Our foundation as a peaceful nation is one that must never be eroded.”
