Health Authority Of Anguilla Fills Top Post


The Chairman Dr. Franklin Lloyd and the Directors of the Board of the Health Authority of Anguilla have appointed Darlene A. Baptiste (nee Carty), MA Ed., R.T.T., E.M.T. to serve as Chief Executive Officer of HAA effective 15 January 2008. Prior to accepting this position, she served as the Vice-President for Dynamic Management & Consultants, Inc.

Mrs. Baptiste served as the Health Commissioner for the United States Virgin Islands after she was nominated by former Governor Charles W. Turnbull on October 22, 2003. With the appointment, she became the first fulltime Commissioner to lead the Virgin Island’s public health agency. Her appointment marked two firsts: the youngest local woman and the first non-physician ever to hold this position. As the Territory’s lead health official, Mrs. Baptiste held full responsibility for one of the Virgin Island’s largest agency and she also advised the Governor and the general public on various health matters. She served on over 20 boards and commissions in addition to administering the agency’s $67 million dollar budget and over 500 hundred employees.

Mrs. Baptiste’s entire career has been spent in many facets of health where she served in various capacities. Her employment within the USVI government began with the then St. Thomas Hospital as the Hospital Financial Accounts Manager, and her tenure with the Department of Health began in 1995 holding a variety of positions. Prior to being appointed as the Health Commissioner, she worked at the Duke University Medical Center – Department of Radiation Technology. She also completed her clinical work in simulation, treatment and treatment planning at five hospital facilities throughout the DC metro area. She served as the Technical Training Manager at Northrop Grumman IT Health Solutions and Services in October 2000. In this capacity, Mrs. Baptiste conducted trainings and participated in peer reviews that address priority populations. During this time, she worked with and in several local and state U.S. governments, other territories in the South Pacific and over 174 developing countries throughout the world.

With over 17 years of progressively responsible experience in the health, business, and education fields. Mrs. Baptiste has served both Government and private sector clients, managing projects that involve all phases of administration and management.
Mrs. Baptiste was born in St. Thomas, Virgin Islands. She graduated from Howard University in Washington, DC with a Bachelor of Science degree in 1992; Radiologic Medicine with a minor in Business Administration, where she was a Board of Trustees Scholarship recipient. She was awarded a Masters of Art Degree in Education with a concentration in guidance and counseling from the University of the Virgin Islands in 1998. In the summer of 2004, she was selected to attend the Program for Senior Managers in Government at the John F. Kennedy School of Government at Harvard University.

Mrs. Baptiste is the recipient of numerous awards and honors. Administrator, educator, and lecturer, entrepreneur, Mrs. Darlene A. Baptiste is first and foremost a professional whose motto is “determination and persistence is key.” She is the proud daughter of Marmion Carty from Anguilla and Yvane Helligar-Carty from St. Martin.
