Investigation: Allegations Against Police


There is to be an investigation into allegations regarding the manner in which the police dealt with Dwayne Duncan, an Anguillian young man, whom witnesses claimed was beaten and otherwise manhandled during the recent protest march by the Indian workers.

In a press release on Tuesday, July 18, Commissioner of Police, Keithly Benjamin, stated that as a result of those allegations he had solicited the assistance of the Royal British Virgin Islands Police Force to inquire into the matter.

The release informed the Anguillian public that Inspector Samuel McSheene arrived in Anguilla on Sunday, July 15, was sworn in as a Special Constable the following day, Monday, July 16, and vested with full authority to investigate the allegations.

“The Commissioner of Police is appealing to anyone who witnessed or have information regarding the police action in dealing with Dwayne Duncan to visit Police Headquarters and communicate with Inspector McSheene or contact him at 497-2609,” the release added.

Speaking to the local media on Wednesday, Mr. McSheene appealed to all members of the general public who witnessed the incident to contact him during the week he will be on the island. He assured everyone who may not wish to see him at Police Headquarters that they are free to call him at the Anguilla Great House where he is staying.

Superintendent of Police, Rudolph Proctor, made the point that the visiting Inspector “is not restricted as to who he should see in relation to this incident.” He gave the assurance that all police officers who allegedly took part in the incident involving Dwayne Duncan would be made available to the investigating Inspector as well as all documents relating to the matter.

He added that if necessary the period of time given to Mr. McSheene to carry out his investigations would be extended to ensure that he was fully informed about the incident and in a position to report on his findings.
