Minister of Finance, Victor Banks, gave the feature address. He praised Mrs. Richardson for her tenacious spirit which he thought was “largely responsible for her uncommon success as a civil servant.” He stated that he was always confident that she had the ability to manage well the island’s postal service during the period 1995-2006. She previously served as Accountant General at the Treasury Department.
Mr. Banks attributed the present status of the postal service to Mrs. Richardson’s integrity, foresight, commitment and desire to better serve the public by implementing change. He noted that she had established a cordial and professional working relationship with her regional and international counterparts and was held in high esteem in the postal arena.
Permanent Secretary in the Ministry of Finance, Carl Harrigan, traced Mrs. Richardson’s years of schooling and work in the public service where she served with distinction in all of her appointments.

Lelia Richardson and Post Office staff

“I can categorically state that during the 35 years of service, the finances of the Treasury and Post Office were handled at all times with [a high] level of honesty and integrity,” he said. “It is fair that Lelia served her country faithfully for 35 years and counting. She is still the Registration Officer for General Elections, a position she held longer than any of her predecessors in memory. This role carried quite a bit of responsibility and trust.”
Replying, Mrs. Richardson was particularly happy about her service at the Post Office. “The compliments and accolades showered on me are also for your achievements,” she told the staff. “I know at times I was misunderstood in my anxiety to have things done, but all I wanted was the best for the office, the Government of Anguilla and Anguilla on a whole…
“I will always cherish the fond memories of the wonderful times we have spent at the Post Office. It was not only work. We have had fun times – whether it was at the baby showers, wedding showers, bring-a-dish parties, birthday parties, travels to St. Maarten to meet our counterparts, cleaning the beaches, the streets or our exciting Easter trips. They all served to develop a bond which I hope will never be severed.”
