Constitutional And Electoral Reform Commission To Hold Public Meeting


The first public meeting called by the Commission will be held at the main conference room at the Teachers’ Resource Centre on Saturday 4 March 2006, at 7:30 pm.

The principal purpose of the meeting is to hear from the Chairpersons of the British Virgin Islands and Montserrat Commissions on the status of their constitutional review process. Coming from Tortola is Mr Gerard Farara QC, and from Montserrat, Dr Sir Howard Fergus. We shall also be honoured to have the presence and input of Dr Carlyle Corbin from the University of the Virgin Islands.

The Commission has planned a total of some ten (10) public meetings in Anguilla. The Commission is also in the process of planning a series of public meetings with Anguillians resident overseas to receive and take into account the views of the Anguillian diaspora.

The first three meetings in Anguilla will be held at the Teachers’ Resource Centre. Refreshments will be served. These will be Guest Speaker meetings. They will take place on 4, 11, and 18 March. At these first three meetings, we shall concentrate on receiving advice and suggestions from the Chairpersons of neighbouring British Overseas Territories who are engaged in a similar exercise to the one we in Anguilla are presently going through.

Using the material previously documented by the Constitutional and Electoral Reform Committee in 2001-2004, including all papers presented at the Consultative Forum and all minutes available recording the Town Hall Meetings, and the telephone survey, together with all written and other presentations available, the Commission will produce a first draft of its recommendations for constitutional reform by 4 April. These initial recommendations will be presented to the public at a series of meetings around the island over the two-month period of April and May. The initial recommendations will be re-worked and re-shaped as input is received over the two-month consultative period. The Commission’s final draft recommendations will be publicly presented for the last time on 27 May. Thereafter, based on the totality of the input made by all Anguillians who wish to make a contribution to this exercise of constitutional development, the report of the Commissioners will be re-drafted and the final version presented to the Executive Council on 2 June, 2006.
All Anguillians and others interested in Anguilla’s constitutional development are invited to send their comments, suggestions, and memoranda to the Commission by addressing themselves to any one of the Commissioners. There is no need to wait to attend a public meeting in the hope of being heard. Opinions and contributions can also be posted at the Commission’s group forum at: http://groups.google.com/group/Anguilla-Constitutional-Reform. It is not necessary to become a member of the forum in order to read the contributions, but it is necessary to do so if one wishes to post a contribution to the discussion. This is a procedure that can be accomplished in a matter of seconds by filling out the simple form provided. The members of the Commission look forward to receiving the widest possible participation by Anguillians in whatever format is preferred.
